The 11th Oil Industry Safety
Directorate (OISD) workshop on "Safety in Refineries",
was inaugurated in Chennai today (25.06.01). The two-day workshop
is being jointly organised by OISD and Chennai Petroleum Corporation
Limited (CPCL).
Inaugurating the workshop,
Mr.S.Rammohan, Chairman and Managing Director, CPCL, underlined
the need to practice safety until it became a habit. He called
for steps to achieve the goal of "Zero accident" in
all workplaces. "To achieve this, every near miss, which
gives fore warning about underlying hazards, and all accidents
should be reported and investigated to know the root cause of
accidents, so that suitable measures can be implemented to prevent
the recurrence", he added. He further stated that the practice
of releasing industrial pollutants in to the atmosphere without
following regulations and accidental release of highly toxic
and deadly chemicals and fire explosions resulting in environmental
disaster, have brought into focus the need to have proper emergency
plans to deal with such disasters.
Presiding over the function,
Mr.P.V.R.Ayyar, Executive Director, OISD, New Delhi, reiteraterd
the need to stringently follow safety procedures, continuously
upgrade the technology and make improvements to the safety practices.
"In the emerging competitive scenario, the petroleum refineries
have to produce environmental-friendly and quality fuels. This
calls for technological advancement not only in process and
manufacturing but also in areas of safety and environmental
management", he further added.

At the outset, Mr.S.K.Chakrabarthi,
Director (Process), OISD, welcomed the gathering. Mr.S.Pandarinathan,
Deputy General Manager (Technical Services), CPCL proposed a
vote of thanks.
Forty delegates from public
sector oil companies from all over the country are participating
in the workshop, in which various technical papers relating
to safety in refineries are being deliberated.
